Publishers visit commercial ports and harbors to witness to sailors, dockworkers, and maritime crews from around the world. Many of these individuals come from countries where Jehovah's Witnesses have little or no presence, and because of their work, they spend very little time at home.

A sailor who receives a Bible or publication might carry it back to their home country, becoming an unintentional missionary. Harbor witnessing groups use publications in many languages to reach people from dozens of nations in a single afternoon.
